Legal-aid attorney, LA. The CA fee waiver (FW-001) has three doors: (1) you receive a public benefit like CalFresh, Medi-Cal, SSI, GA — automatic eligibility. (2) household income at or below 125% of federal poverty guidelines — also automatic. (3) you can show that paying the fee would prevent paying for the basic necessities of life — discretionary. Most people qualify under door (1) or (2) and don't realize it. Submit FW-001 with proof (benefits letter, paystubs, or both) when you file.
