Moved out a month ago. CA law says 21 days for the itemized statement. Nothing yet. What's the next step?

Send a written demand letter mentioning that you're aware of the 21-day rule and bad-faith withholding penalties. If still nothing, small claims with copies of your demand and the timeline. Most landlords cave at the demand stage.
