Heat in California — when is landlord required to provide it

Apartment hits 58 degrees most nights. Landlord says heat is 'optional in CA.' Is that true?

California requires heat capable of maintaining 70 degrees during habitable hours. 58 degrees is not legal. Document the temps, send a written 24-hour repair notice, and if no response, call code enforcement.
