Habitability — what counts as uninhabitable

No heat for 2 weeks in January. Landlord says he ordered the part. Is this an emergency repair issue or just a normal repair delay?

No heat in winter is a habitability problem. Two weeks is past reasonable. Document the request in writing, set a 5-7 day deadline, then either repair-and-deduct or break the lease. Self-help center can walk you through it.
