Probably not. HUD's HCV rules require 'good cause' to terminate a voucher tenancy — and most state-law just-cause protections (CA's AB 1482, NY's HSTPA, etc.) also apply on top. A no-fault 'because I don't want you here anymore' termination of a voucher tenant generally isn't allowed. The landlord must specify a permitted ground (serious lease violation, criminal activity, owner move-in if permitted) and follow the notice procedure for that ground. Contact your local housing authority IMMEDIATELY — they have specialists who push back on these terminations. Bring the notice to a tenant-defense clinic this week.
