What is a settlement conference and is it required

Got a notice for an MSC (mandatory settlement conference). Mandatory how? Can I skip it if I know we won't settle?

MSCs are mandatory in most counties but you can attend without settling. Bring your offers in writing. The settlement officer's job is to push you to a compromise — you don't have to agree.
