He's hiding the kids' passports

Joint custody, but he keeps both passports in his safe and won't give me access. Court order possible to deposit them with the court?

Yes, you can ask the court to deposit them with the court or with a neutral third party. It's a routine request when there's a flight risk. Self-help center has the form.
