Why is my temporary support so much higher than the 'permanent' number?

Temp spousal support is $2,400/mo. My lawyer says the final number is likely $1,400. How does that make sense?

Different standards. Temporary spousal support in CA is set by a local guideline formula (often 'Santa Clara' or 'Alameda' calculations — varies by county) that's intentionally high, designed to preserve the status quo until trial. Permanent / 'post-judgment' spousal support is set under Family Code §4320 — fourteen statutory factors weighted by the judge. The §4320 number is usually lower because the receiving spouse is expected to begin moving toward self-support. Your attorney's estimate is consistent with that pattern.
