My kids cry every time at the custody exchange

Every Friday at 6pm the wailing starts. My 4 year old clings to my leg. The 7 year old shuts down. Are we doing damage by following the order?

We changed exchange location to neutral ground (a coffee shop) and shortened the hand-off to under 90 seconds. The crying stopped in about 5 weeks. They were reading our tension.
